Instead, a building owner, DAS integrator, or third-party system provider is responsible for the ownership of the system. This means that the independent, third-party host assumes all financial, regulatory, legal, and technical responsibility, including the responsibility for the deployment, installation, and maintenance of the system. The host who owns the system can then lease access to the system to one or more operators.
